文頭のCompared with ~は「~と比べて」です。~の部分にはいくつかの名詞が並んでいます。順にみていきましょう。constitutional revisionは「憲法改正」です。the economyは「経済」です。 celebrity gossipは「有名人のゴシップ」です。 Japan’s role は「日本の役割」です。in the geopolitical changesは「地政学の変化における」です。
ここで設問1(a)を解きましょう。

( a ) place in East Asiaの部分は「東アジアで ( a ) placeしている」です。~placeをみて熟語で「take place(起こる)」が思う浮かぶかがポイントですね。 ここは、the geopolitical changes(地政学の変化)という名詞にかかっていくので動詞takeを現在分詞のtakingにします。

正解(a)taking

ここまでの訳は「憲法改正、経済、有名人のゴシップ、および東アジアで起きている地政学的変化における日本の役割と比べて」です。

次に設問2を解きましょう

(あ)日本のメディアと政治家は最近まで環境問題をそれほど重視してこなかった。の英訳です。

軸となる主語と述語は「日本のメディアと政治家は」です。述語は「環境問題をそれほど重視してこなかった」です。

主語の「日本のメディアと政治家は」はJapanese media and politiciansです。「環境問題」はenvironmental problemsです。最近まではuntil recently

「それほど重視してこなかった」は「重視する」はemphasis ,put stress on, take it as an important issueなどがつかえるのでこれを否定文にすればいいです。

解答例
Japanese media and politicians have not put a lot of emphasis on environmental problems until recently.

第2文

Suddenly, though, the environment is back on the agenda.

Suddenly, though,は「しかし突然」です。前文が「重視してこなかった」ですから、重点が変わったことを示唆しますね。

ここでの主語はthe environment(環境)で述語はis back on the agenda(議題に上がっています)です。

訳:

しかし突然、環境問題が議題に上がってきました。

この中にもカンマがあるので、その前後で切ります。ここでの前半はA record-hot summer and natural disasters in western Japanです。

ここの部分の主語はA record-hot summer and natural disasters(記録的猛暑と自然災害)です。 in western Japanは「日本の西部で」です。

つぎのincluding the flooding of Kansai International Airportは追加的な挿入部分です。
including ~は「~を含めて」です。「何を含めてか」はthe flooding of Kansai International Airport(関西国際空港の冠水)です。

ここまでの訳は「関西国際空港の冠水の事例を含めて記録的猛暑や西日本西部の自然災害は」です

後半部分は drove home the importance of dealing with climate changeです。
文頭のdrove home ~は「~についてつくづく考えさせられる」です。「何について考えさせられるのか」はthe importance(重要性)についてです。「何の重要性か」は of dealing with climate change(気候変動に対処すること)です。

訳:

関西国際空港の冠水の事例を含めて記録的猛暑や西日本西部の自然災害は、気候変動に対処することの重要性についてつくづく考えさせられます

第4文

But in cities like Kyoto, where international tourism drives large sectors of the local economy, the problem of waste and garbage and the environmental challenges it ( b ) are the more urgent problems.

この文も長いので2つ目のカンマの前後で切りましょう。前半部分はBut in cities like Kyoto, where international tourism drives large sectors of the local economyです。

But in cities like Kyotoは「しかし京都のような都市では」です。次のwhere ~は関係副詞で先行詞はKyoto(京都)です。international tourism は「国際観光業」です。drives large sectorsは「大きな部門を駆動する」です。「何の部門か」は of the local economy(地域経済)です。

ここまでの訳は「しかし、国際観光業が地域経済の大きな部門を駆動する京都のような都市では」です。

後半部分はthe problem of waste and garbage and the environmental challenges it ( b ) are the more urgent problemsです。

この文の述語動詞が出てくるのが( b )の直後の areです。よって、これよりも前の長い部分が主語ということになります。

ここの文頭から、2つ出てくるandに着目して、これが何と何をつないでいるのかを見ていきましょう。the problem of~は「~の問題」ですから、「どんな問題か」をみると waste(無駄)と garbage(ゴミ)とthe environmental challenges (環境上の課題) です。

ここで問1(b)を解きましょう

the environmental challenges it ( b )の部分ですがchallengesと itはどちらも名詞ですから、ここにwhichが省略されていると考えてみます。するとit(それ)が ( b )するようなthe environmental challenges(環境課題)となるので、 ( b )には「与える、提供する」という意味の動詞が入ります。it が主語ですので三単現のsを忘れないでください。ここでのitはthe problem of waste and garbage(無駄とゴミの問題)です。よって、「それが提供する環境課題」は「そこから生じる環境課題」ということです。

正解

本文に戻りましょう。述語の後ろが補語です。the more urgent problemsですので「より緊急の問題です」となります。もう一度構造を見ると、the problem and the environmental challenges(問題と課題) が主語でare the more urgent problems(より緊急の問題です)が述語になります。

訳:

しかし、国際観光業が地域経済の大きな部門を駆動する京都のような都市では無駄とゴミの問題とそれが作り出す環境課題が緊急の問題になっています。

訳:

環境省は2015人の食品ロスは646万トンだったと見積もっています。

文頭のThat’s はThat isの短縮形でここがSVになります。more than double ~は「~の2倍以上」です。「何の2倍以上か」はthe nearly 3.2 million tons of food assistance(食糧支援の約320トン)の2倍以上です。

次の部分は、このfood assistance(食糧支援)にthat以下がかかります。ここのthatは関係代名詞で、was distributed worldwide in 2014(全世界中で2014年に配られた)がかかります。

ここで設問を解きましょう
問4 thatの内容を明らかにして,下線部(う)を日本語に訳しなさい。

下線部のある本文にはthatが2か所出てきますが、1つは関係代名詞のthatですので、ここでは文頭のThatを指していると考えられます。

ここでは前文のabout 6.46 million tons(約646万トン)を指し、2015年の食品ロスの推計値を指します。

解答例
環境省は2015年の食品ロスは約646万トンと見積もっているが、この数字は2014年に全世界で配給された約320万トンの食糧援助の倍以上になる。

訳:

まず― which is increasing due to the tourist boom ― の部分はダッシュが2か所あるので「挿入」と考えます。 whichの先行詞はfood loss in restaurants, supermarkets, and convenience stores(レストラン、スーパー、コンビニの食品ロス)の部分です。
is increasingは「増加しています」です。due to the tourist boomは「観光ブームのせいで」です。

次の部分を見ましょう。主語はKyoto(京都市)です。述語は at least recognizes that ~(少なくとも~を認識しています)です。「何を認識しているのか」はSVの形で表されています。主語はfood loss reduction (食品ロスの減少)です。述語はis now ~で「今では~です」です。~の部分はan という冠詞があるので、issue(問題)までがひとつながりです。immediate economic, political, and public relations issueは「緊急の経済的、政治的そして社会の反応の問題」です。
